Before writing an Official Memo you must decide if at all a memo needs to be sent. You may want to write a memo if you want to issue an order. A memo may also be written to give updates on project reports, to give a progress report, to provide an update about an event, or to provide a report of the findings of an investigation.
When you draw up an Official Memo Template, make it about one single issue. It should not be cluttered with too much information about too many things. This will only lead to confusion. Memos should be clear and concise. Your colleagues, superiors, and clients are busy people. The memo has to be easy to read.
